Create and add Localization options to Documentation and Admin #13

Explain how a user of Plug & Play or a volunteer can make a Localized version in his/her own language. Same for localizing front end template texts. Then add Localization options in the Admin for: 1. Backend management system 2. Theme and template.

Is a different thing if you plan translate the website.
The translation files are under the languages directory on each application.
Basically each file is a python file.
Under the web2py admin you have an interface to edit this files, and change the default translation.

If you are more comfortable with PO files, we recomend use the translation toolkit (http://toolkit.translatehouse.org/), to convert the web2py languages files to PO
