Updates the build to use Bazel
7.1.0now thatrules_iossupports Bazel 7Also bumped the aspect rules to try and fix a warning, but it didnt work (but didnt negatively impact anything), fixed with the flag in
.bazelrcsame as in the tools repoChange Type (required)
