[Feature Request] - Repeat install part of last build

On android, it is great to devkit debug native-android --open, which soft-uninstalls any old versions of the app, installs the new version, and opens it. It would be nice to have a command that just repeats the uninstall old -> install new -> open process for an existing build.

Other considerations:

• gracefully fail if no build exists
• option to hard uninstall (clear data as well)
