Track kubebuilder dependency

there's a CLI command to update kubebuilder scaffolding to a new version, but we don't track the current version yet. kubebuilderVersion will come in v4.4.0, then we can track with renovate regex and get notified to update manually.

there's a proposed automatic update feature that might come later too. wonder if we can also stop tracking kubebuilder deps like ginkgo, or just stop merging the PRs
