this bug had be reported at http://support.easycwmp.org/view.php?id=18

but they don't know the reason. It's so easy, if you try uci import, look :

download ok, but apply error, auto reboot. then can't start cwmp, same as firmware upgrade.

according to the http://support.easycwmp.org/view.php?id=18 , you have to use a right conf file format
