新版的时间戳鉴权 URL 是这样的

sign = hmac_sha1("/<StreamKey>?expire=<ExpireAt>&<OtherKey>=<OtherValue>", "<PublishKey>") 
publishToken = url_base64(sign)

expire
publishKey
token 不包含 accessKey
