Publish binary releases for easier usage · Issue #17 · raviqqe/liche

After the above issue is solved, fix Dockerfile to build with liche binary.

- FROM golang:1.12.5-alpine3.9
+ FROM alpine:3.9

cf. actions-pixela/Dockerfile
