Define build pipeline for packages to integrate into documentation core

Description

Setup the build pipeline to integrate react, core, and extensions into the patternfly site. Should have the ability to full build the site so that it can be released to AWS. This does not include actually releasing it to AWS.

Dependent on Issue #127

To Do

• Setup, and create build pipeline to using content from react, extensions, and core.
• Add documentation that a developer can reference to know how to add content in the react, extension, or core package.
• Test and verify the pipeline works end to end
• Integrated into CI / CD

Notes:

We should create a branch of org where we can work on building out this pipeline. Team has discussed deploying it for now to surge (possibly vercel if we can't deploy to surge).
