Upgrade http4s to the latest milestone version: 1.0.0-M25

Cats Effect 3, support B3 propagation headers

Cats Effect 3 support was done in 5.0.0-RC1 but now it has been a while it can be considered stable.

This is a major release because I moved the HTTP4s Configuration class and I don't want to surprise anyone

Improve error handling, make host configurable

Also fixes a formatting bug with multiline natchez-doobie queries, thanks @joshm1
