Nested menus not possible for observation type?

Nested options for features (sub-sub menus) aren't available. This makes large collections of features unmanageable without a search function and seems to prevent the selection of values of specific keys, as with the amenity tag, mentioned in #297.

@rbanick I'm fixing the inconsistencies with the OSM survey to make it more inline with the other surveys like the Sri Lanka survey. I'll remove all the way types of fields and keep the ones that are POI / building like. I'm going to start with a core set of feature types that would be most useful to you, do you have a list of presets that you typically use?

@kamicut The list of presets we normally use is enclosed in the Sri Lanka Building Survey. But we're interested in including more general OSM tags going forward -- hence the OSM survey. I don't have a specific preset list as such but common, observable features for buildings -- amenity / shop / school / opening hours / address / office type / etc. -- are consistently valuable.
