[Feature Request] Implement a Golang Client

I would like to propose implementing an official client library for Golang to interact with Valkey.

@rueian, you are the author of Rueidis, one of few clients who support client-side caching. You are not associated with Redis Inc, are you? Would you be interested in rebranding or forking rueidis to be a Valkey client?

We don't have a core team decision about criteria for hosting clients under valkey-io, but my personal opinion is that they (1) need to have an active maintainer and that (2) if you want to start early, it's better to start the fork and rebranding (for example as your personal repo) and later we can move it to the valkey organization when we have had time to discuss and make a decision.

@zuiderkwast Regarding the personal repository, I think it should be fine not to start early for the Go client, because the most important part in the Go client is only the internal (e.g., socket connection) for Redis, and the rest is easy to implement since it mostly involves command arguments for interacting with the server. As for the maintainer role, it would be better if someone else who has enough time takes it on, as I don't have sufficient time for maintaining the project.

How about forking rueidis to rueian/valkey-go?
