"Negative" tags in filters

Today a filter is stricly an AND combination of tags. It would be great to have the ability to also add tags that must not be present. In other words the Filter function that has two inputs:

• tags that must be present
• tags that must not be present

This would allow for a more accurate filter, especially combined with https://github.com/orgs/usememos/discussions/3809
