Do not Display Drug reconciliation task task until SPAQ Redose Task is completed.

Current Behavior:
Once the Dispense SMC task is completed, SPAQ Redose and DRUG RECON tasks are generated. and the user is able to complete the drug recon task before the SPAQ redose task is completed.

Expected behavior;
Because the input in the DRUG RECON is from Dispense SMC and SPAQ Redose, to avoid errors in data capture, let the DRUG RECON task only be populated after SPAQ redose is completed.
