Update Similar Content component to show two latest by tag when Suggest By yields no results

At the moment, Open Ownership often relies on the Similar Content component to dynamically showcase other content at the bottom of news stories, blog posts and publication pages.

However we have found examples - such as this piece - where selecting Suggest by Author or Suggest by Open Ownership Principle results in a blank related content section with no promotion of other items despite that author having published a lot and despite there being

In cases such as this where the automatic component cannot find similar content to display, could we change the behaviour of the component to show two latest content items by tag in reverse chronological order rather than trying to show similar content?
