StatsD Support

The minimum goal is to provide full support for Prometheus and StatsD - users should be able to use OpenTelemetry clients and Collector to collect and export metrics, with the ability to achieve the same functionality as their native clients.

I see a PR that removed StatsD support from 2020, #591, and I'm wondering what our current stance on it is? The docs clearly state that implementations should support it.
