It seems like the battery charger IC allows some current to flow through the battery status LED indicator while the IC is powering on. It seems the IC and LED were wired as suggested by the schematic on the datasheet's first page.
Note: this is the behavior when no battery is present. I don't know what it does when the battery is present and if by default these boards are expected to have a battery present. But I would rather not allow rely on a battery being present to achieve a desirable behavior.
