Generate ExperimentResults and BlockingEvents

This is about taking the observations table, running the analysis on them and producing some other data model that displays the result of the analysis.

Work still to be done here is:

• Finalizing the data model for these events
• Polishing the analysis to produce them

A first iteration of this is implemented as part of this: ooni/data#44

Then a further iteration is this one: ooni/data#43, which needs to still be merged

I would say that in light of the fact that we have already 2 iterations of this, we can consider this epic closed.

Any follow up work on this should be tracked as part of separate issues and/or the other move overarching milestones/epics.
