Updating form version doesn't work as expected

Problem description

Hey, I was doing some QA work for ODK and wanted to make sure that basic functionalities between ONA an ODK Collect work as expected and I ran into some issues with Updating form version using either Match Exactly Server or Manual form update mode.

Expected behavior

New version of the form should be downloaded

Steps to reproduce the behavior

1. Scan the ONA QR Code in Collect: e.g.

2. Download MediaTest form in Collect;
3. Change or Delete Media attachment in ONA in Settings -> Form Media Files tab;
4. In Collect go to the Download tab again, refresh the page (wait ~15 minutes and refresh again) and download mediaTest form again.
5. The version has not changed.

Additional Information

The above steps are for Manual form update mode.
For match exactly I waited up to an hour and after refreshing no new version of the form appeared.

Only deleting the project and rescanning the QR code or deleting the form and downloading it from scratch worked for me.

WebForm work as expected.
