Archived files accessible via the unarchived/other file view option

Describe the bug
Archived files can be accessed through the view option of an unarchived file, which should not be possible. Or should it be?

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Encounter'
2. Click on the patient 'Mr. Test'
3. Go to the Files section.
4. Locate an unarchived file and click on the View option.
5. Observe that archived files become accessible, even though they should remain restricted.

Expected behavior
I guess archived files should remain inaccessible and should not be viewable through any indirect means, including the view option of unarchived files.
