Cycleway only on one side of the street

The cycleway key should be preferred, however some streets might have a cycleway only on one side of the road and thus use cycleway:right or cycleway:left. If both are used together, there is no problem. If there is only one tag, we might prefer the street or not depending on the direction of travel.
