OSP Director 16.1 with Nuage 20.10.2

This release is for installing OSP Director 16.1 with Nuage VSP 20.10.2

Known Bugs:

• AVRS: There is a issue with running overcloud deploy twice on AVRS nodes (ie scale-out scenarios), a work around using node blacklist is provided in the Documentation. #OPENSTACK-2966
• AVRS: Metadata agent packets are dropped by iptables rules on AVRS VMs. Please use config drive with AVRS in this release. #VRS-49674
