Tags should be orderable

Is it possible to reorganize subject and impact tags on the settings page? I'd like to be able to move all institutional tags to be together, move grant and project tags to be next to one another, etc...

This would definitely be useful. I think to implement it we would need to add a column in that tag table of "order". If we don't want to do that, we could also store it as an org setting.
