Docker image should use thicker base image

Description

Calimero has had consistent issues with deploying our image where libssl.so would be missing for them. ubuntu:20_04 works for them, so we might want to switch to something similar.

for libssl related issues, I would rather we move onto rustls instead. This brings us a lot of niceties like avoiding those pesky macos linker issues we've faced before, on top of avoiding the security issues that openssl has
