Summary

Add a "What's new" widget to notify our users when there's an important update

Motivation

This would be great to communicate important changes to our users and help me discover them.

Additional context

Solution 1:

Show a short message in the popup window with a link that redirect (open a tab) to a page with the newest announcement

Solution 2:

Show the announcement in the popup directly that can be closed via a button to go back to the question list.
