My OS: Mac OS. Monetery 12.3.1

On the first screen, after I typed in the password and check the term of use, I clicked CREATE ACCOUNT.

A spinner appears on the button. After some time, the spinner disappears. Nothing Change. I am on the same screen.

FYI, I am in china. I wonder if it has anything to do with the Great Fire Wall.
