Pull in new SGX types

@dolanbernard I realized after our discussion yesterday that my initial thought on FFI types is more work than required.
At this time we only need to update the current logic to work with:

• MrEnclave
• MrSigner
• IsvSvn
• IsvProductId

This is to support #3375. We need a common measurement type to delegate to the EPID vs DCAP verification logic.

Thinking that updating the current EPID quote type to work with the new SGX FFI crates would be wasted effort.
IFF mobilecoinfoundation/mcips#65 goes through then I think the EPID quote verification logic will only persist through the next release for clients to support both EPID and DCAP. After that release all the EPID code should be able to be removed.
