Update RHEL8 Control for Assessing Time Sync Servers

Control has been updated to work using the new chrony_conf resource, but could use further modification to better handle multiple servers in the configuration file, providing usable feedback, and handling edge cases for determining a pass/fail

• Handle multiple authoritative timeserver inputs
• Handle use case where at least one authoritative timeserver must be present in the config file
• Implement optional feature for specifying whether ALL authoritative timeservers inputted must be valid
