Take stopped containers into account when selecting free ports #3

Suppose that container A was assigned port 5000, and the instance is stopped, but container B was later provisioned, and port 5000 was also assigned, since it is now free, then container A will not be able to start while container B is running. host/docker should take other containers into consideration.
