We should add support for OneBranch to build and publish signed releases (tags).

@NarmalaSk thanks for looking at this. Sorry, the issue apparently wasn't super clear. The problem isn't about publishing from the OneBranch GitHub pipeline, but the Microsoft internal OneBranch builds, because that is where official signing happens. The binaries produced by GitHub are not production signed.
