SAR - Mission target must be visible at all times

It must be possible for coordinator to write in a mission target to the search and rescue operation. The mission target must be visible at all times to the search and rescue participants.

At all times means also when checking out vessel informations, ice, weather forecasts or something else.

Should other users/vessels be able to see mission target at all and how?
