Line 45 of PIV.java states that Elliptic curve cryptography mechanisms are out of scope but OpenFIPS does support ECC mechanisms.

If the goal of this project is to support PIV card, EC p-256 and p-384 (same ones Microsoft supports) have been defined and supported is all previous versions. Latest is at https://csrc.nist.gov/pubs/sp/800/73/pt1/5/final in 3 parts.
