snapping line to other line not working

Snapping a line onto another line does not appear to be working. I recollect it use to work. Here's a screenshot from the online demo:

Note the new line origin is not snapped to the existing vertex. If one of the developers can fix this, it would help tremendously. If I can figure it out, I'll do a PR.
