[Enhancement] Prefix, Suffix and Sets changes

Describe the solution you'd like

Make sets independent from prefixes and suffixes. Sets should be tied only to item IDs.

Instead, prefixes and suffixes should have the following impact on the items:

• Ability to increase or decrease item stats by raw number/percent
• Ability to add a whole another stat to the item if it didn't have it before
• Ability to increase or decrease the rarity of the item (if the rarity above or bellow exists)

This way users will be able to give a bit more customization to items on their servers and allow players
to have more things to grind for and customize their items to their needs/playstyles which would be
possible in combination with #163 .

• Potentially even alter the number of socket slots the item has and would pop the socket out or give error
  if there is something already in that bonus socket slot if the player attempts to reroll ([Enhancement] Reroll Module #163 ) the said prefix/suffix
• Potentially even alter if the item is one or two handed
• Potentially even adding conditions to which items specific prefixes and suffixes can apply via white and blacklists
• Potentially even altering the chances of specific prefixes and suffixes applying to specific items, making some
  prefixes/suffixes apply more often to only a selected few items
• Potentially even the ability for the prefixes/suffixes to add new lore lines to the item in the specified area in the
  item generator with the placeholder of %suffix_lore% like all the other placeholders in the item generator
