[OSM IMPORT]: extract, transform, import data via rest api of lokalwirkt as admin cli script

Data should be automatically imported from OSM to lokalkauf.org using the lokalwirken.de REST API.

First of all, the corresponding logic is to be implemented in the backend (lokalkauf-functions). At the beginning the import is to be executed manually using an adminScripts.

The OSM data must then be transformed into the lokalkauf.org data format and stored in the corresponding collections (authentications, traders and locations).
