extra network tab appear in all tab [Request]

🥰 需求描述 | Feature Description

I' don't know if this is a bug or limitation.

• extra networks appear in all the tab panel
• it's supposed to be customizable I' think it's better to have it in text2image and image2image
• It's better for the user to select were they want the quick setting and extra network to appear
• split the setting in extra network from the "lora image preview" so when the user scrolls the top menu option don't scroll only the image container
• add this behavior to all the panel like the panel setting next to the image preview and quick setting

Here a visual solution to this limitation by make some area fixed and add header to every area like in the mockup
