Problem: The problem might be related to the fact that we are using pt_BR locale and EPICS might not treat 0.05 as a valid number (while 0,05 is).

Coincidently, 0.001 is the lowest possible value defined by Db

BPMApp/Db: fix minimum MonitUpdtTime limit to 20Hz

Related to github issue #32, we workaround the
issue by setting the lower limit to 20Hz, so
even if an error happens we still get the
"correct" value for this.

We still need to figure it out what's actually
wrong, but for now it's sufficient.
