Add section about archiving dependencies

On the page on adding code, we should add a section that details how to make sure that the project's dependencies are also available for a reasonable amount of time. This requires identifying their source (probably primarily CRAN vs. GitHub) and, if that's instable, also archiving the dependency (e.g., SWH Code Archive).
