[Windows] Tray Context Menu does not follow system theme

My system is in Dark Mode, but the context menu doesn't follow that:

The other apps are in Dark Mode, but my app (the first, top left) is in light mode, and it doesn't feel right.

Ideally, the menu tiles should follow the most recent Windows UI theme, making use of the most recent API. The Context Menu feels like it is from Windows 7 UI, not the latest Windows UI;
