Fill empty locale with fallback

Hey, I remember that in the past when a form has only the fallback locale set, the current selected locale was filled with the fallback locale. Now all the fields are empty and not filled with the fallback. I don't know if this is a real "bug".

should the fallback be handheld from spatie package? did you setup a fallback as the docs?
