Since spack v0.16.0,

  • llvm-flang, flang, and f18 removed, as llvm has real flang support since Flang was merged to LLVM mainline.

See (https://github.com/spack/spack/blob/releases/v0.16/CHANGELOG.md).
(https://github.com/lanl/SICM/blob/master/spack-repo/packages/sicm-high/package.py#L19-L20) needs to be updated to use llvm +flang.
