Yesterday, one of the systems was having a problem with submissions due to an I/O error. An announcement was sent out and once they fixed the problem jobs were allowed to be submitted. Should we pause a workflow upon a submit error and allow the user to continue the workflow and either 1. Skip the task, allowing any tasks not dependent on it to continue or 2. Retry submitting the task.
