Support for LSF is broken

There are two issues:
cli.py doesn't check for the workload scheduler so assumes slurm and requires slurmrestd, an unnecessary requirement for LSF

build_text was moved into the slurm_worker (from worker) in PR 605; a similar action needs to be done for the lsf_worker

When we get to working on this issue should test this at least manually with github actions. This would mean having to install LSF in the test system.
