Publish per-release prebuilt binaries

https://landley.net/toybox/bin/ has binaries, these are for the latest release.

Having per-version binaries might be convenient — to be able to download binaries, verify checksum and know behavior did not chance.

GitHub releases page https://github.com/landley/toybox/releases can be used for hosting.

https://landley.net/toybox/downloads/binaries has been there for years. I should probably move the nav bar link to https://landley.net/bin which offers easier navigation now there are more options.
