Description
Actual implementation of status transitions makes monitoring Istio module challenging. This complicates and prolongs module rollouts. On each module reconciliation Istio CR Status is set to 'Processing', which makes observation for Errors nearly impossible and causes cluster alerts to blink.

Create proposal for Istio CR Status with transitions. Discuss internally and externally.
