[BUG] pysa-action failing due to outdated actions

Describe the bug
The github action to do the pysa security scan is failing because the actions included in the facebook/pysa-action were deprecated.

actions/checkout -> v4
actions/setup-python -> v5
actions/upload-artifact -> v4

I've opened facebook/pysa-action#8 to update the upstream.

You can update the workflow to use evelynmitchell/pysa-action if you'd like, or remove the pysa-action until facebook accepts my PR.
