It is 100% free. You only have to pick the free option.

Oh crap, I actually forgot about that requirement.
Enter your Credit card details on http://heroku.com/verify

It will charge absolutely nothing and it will just be there for verification.

The README will be updated shortly.

Yikes... I actually have no idea about guaranteed free alternatives to Heroku. Most of them are paid.
