Discussion: Upgrade Jenkins and related plugins to latest version

Now, Jenkins in ks-jenkins and Jenkins agent are out of date. It may contain some bugs or security issues that lts Jenkins might have fixed.

As KubeSphere community, we should keep our dependencies up to date, instead of keeping a dedicated version for a long time.
