Describe the issue

The current CONTRIBUTING.md file refers to the kubectl implementation path as kubernetes/pkg/kubectl. However, this path is outdated. The correct path should be updated to reflect the new structure: kubernetes/staging/src/k8s.io/kubectl/pkg
