New scenario for the AWS EFS storage backend outage.
A possible approach could be one similar to the zone outage: temporarily block network communication between a ROSA / OpenShift cluster and the AWS EFS service (block tcp/2049 port) through the AWS Security Group

Please consider also an approach similar described in issue #730 with an already user-provided AWS Security Group
