As an administrator, I can assign administrator privileges to other users #59

In the system, there should be several levels of administration:

  1. A super administrator who can access and edit all user profiles across all local departments (in case there is just one department, we would just need this level).
  2. A local department administrator who can access and edit all user profiles within their own local department (in case there is more than one department)

An administrator should be able to assign these roles to other users.

A user with a particular role can see this role from his/her membership dashboard.
